Signs versus houses in Kundli
A sign, or rashi, is one of twelve 30° sectors of the zodiac. A house, or bhava, is a position counted from the chart's reference point. The two answer different questions: where in the zodiac, and where relative to the lagna?
panchang.now's D1 chart and Positions table use whole-sign houses. The sign containing the lagna is the first house. The next sign is the second, continuing through all twelve.
A counting example
This is a schematic example, not a person's birth chart. With Cancer lagna:

A planet in Libra is therefore in the fourth house. The number 7 printed for Libra in a North Indian diagram is its sign number, not its house.
Occupants and rulers
A graha can occupy a house ruled by another graha. In this example Venus rules the fourth house because Venus rules Libra, whether or not Venus occupies it. The house-lord guide explains how to follow that relationship.
Counting from the Moon gives another reference, used in some transit and yoga rules. It does not replace the D1 House column. The bhava chalit uses different house boundaries; changing those boundaries does not change a planet's zodiac sign.
