The fourth house in Kundli
The fourth house, or Sukha bhava, concerns home, mother, property, vehicles and contentment. Its material and personal meanings overlap, but possession of a home is not the same thing as feeling at ease there.
Home and contentment
A traditional fourth-house reading can concern a dwelling or the experience of domestic life. The planet involved helps determine which meaning is relevant. The Moon's themes of care and responsiveness differ from Saturn's themes of labour and responsibility, even when both are being discussed in relation to home.
The fourth is a kendra, opposite the tenth house. The tenth concerns work and public responsibilities; the fourth concerns the domestic foundation alongside them. A relationship between their lords links those subjects without predicting a move or a property purchase.
The fourth lord is not always the Moon
For Cancer lagna, Libra occupies the fourth whole-sign house, making Venus its lord. The Moon's natural association with mother and Venus's association with comforts are significations, not substitutes for that chart's actual lordship.
A planet can move into a different house under bhava chalit while keeping its sign. Keep that house view separate from a D1 rule about the fourth lord.
